Pre-shipment inspection reports

Where pre-shipment inspection is required, an independent inspection company checks the goods against the invoice and often against your quality specification before they leave the country of origin, then issues a report or certificate that customs at destination checks against the declared shipment. This step exists specifically to catch undervaluation and misdescription before goods travel, and skipping or falsifying it is treated as a serious compliance breach, not a minor formality.
